3D PLU: Vectuel winner of Innov'up Experimentation for the ecological transition of territories

Vectuel is a winner of the Innov'up Expérimentation – Ecological Transition of Territories scheme, supported by the Région Île-de-France with Bpifrance and the support of Cap Digital, as part of France 2030. The prize is the development of PLU 3D, a new module of Urban Mappr® that translates the Local Urban Plan rules into 3D to guide public decision-making.

What is Innov'up Expérimentation?

Innov'up Expérimentation supports innovative projects tested in real-world conditions, in order to provide concrete solutions to the ecological transition challenges faced by the Île-de-France territories. The initiative is funded by the Région Île-de-France with Bpifrance, as part of France 2030. For an innovative SME like Vectuel, this is an opportunity to test ambitious R&D in the field, with real local authorities and real use cases.

What will PLU 3D enable?

The Local Urban Plan (PLU) is an essential but difficult-to-read document: maximum heights, setbacks, footprints, and open-ground coefficients remain abstract concepts on a 2D map. PLU 3D will make it possible to visualize urban planning regulations in 3D, simulate the effects of their changes, and cross-reference them with bioclimatic indicators — sunlight, heat islands, vegetation — to better support territorial adaptation strategies. Elected officials, instructors, and residents will finally see the same thing: what the regulations actually permit, in volume, within its context.

Where will the scheme be trialed?

The trial will be conducted in real conditions with two territories in the Île-de-France region: the City of Orly, which Vectuel is already supporting in urban regeneration, and Val Parisis Agglo. At a time when heatwaves highlight the urgency of adapting our cities, Vectuel is committing its solutions, its 3D expertise, and its R&D to support local authorities in their ecological and energy transitions.
